On June 13, 2011, Gov. Pat Quinn signed landmark education reforms (Public Act 97-8) for Illinois students, parents, and teachers.

On January 13, 2011, Gov. Quinn signed legislation to enable Illinois to have sufficient revenue to properly fund elementary and secondary education, community colleges, four-year public universities, Monetary Award Program scholarships for higher education, early childhood education, and actuarially-required pension funding for the Teachers Retirement System and the State University Retirement System.

On July 29, 2014, Gov. Quinn signed legislation for an advisory referendum asking voters if they favor an income tax surcharge on the state’s millionaires in order to provide much-needed funding for public education in classrooms across Illinois.

On November 4, 2014, Illinois voters approved the advisory referendum question with 63.6% (2,200,033 votes to 1,256,642 votes).

In his 2014 State of the State address, Gov. Pat Quinn called for establishing a comprehensive Birth-to-Five early childhood initiative in Illinois to build upon his administration’s achievements in early childhood development.
